Why is SNAP! important
In Singapore, an estimated 70,000 to 80,000 people live with intellectual disabilities and/or autism spectrum disorder. Yet, fewer than 1,200 special needs trusts and 4,000 care plans have been established through the national special needs trust company.
This stark gap isn’t due to indifference—most families are exhausted, overwhelmed, and unsure where to begin. Juggling caregiving, work, and daily life leaves little bandwidth for complex, costly, and unfamiliar planning. Many delay action until a crisis hits.
The consequences of inaction are profound:

SNAP! wasn't conceived as a typical product. It grew from a deep personal reflection and a question its founder, Bernard Chung, couldn't ignore.
Bernard's career began in corporate and M&A law, but after becoming a husband and father, and experiencing his own period of burnout and spiritual awakening, he shifted to trusts and estates law. He was seeking work that truly mattered, work focused on legacy and meaning.
His journey into special needs planning started unexpectedly. A corporate client needed help with the legal side of things, and wanting to truly assist them, he began conducting interviews with caregiver-parents. He heard the same story repeatedly: families hadn't made plans, not due to indifference, but because they felt lost and overwhelmed. The barriers were often emotional, logistical, financial—and universally daunting.
This resonated deeply. While drafting wills and and trusts, he knew in his heart that simply completing paperwork wasn't enough.
Then, an idea clicked.
Drawing on his background advising startups and facilitating personal finance programs, Bernard envisioned a new path. What if he combined visual business modeling, financial clarity tools, and human-centered behavioral insights? This could create a simple, actionable framework to help families move forward.
That's how SNAP!: The Special Needs Action Plan was born. It's a planning tool that speaks in pictures and priorities, not just paperwork, designed to guide families from anxiety to confident action.
